High Speed Collision Leads To Foot Chase and Multiple Charges


(FENWICK TOWNSHIP, ON) – On May 19, 2019 at approximately 3:00 p.m. members from the Sault Ste. Marie Ontario Provincial Police (OPP) Detachment were dispatched to a traffic complaint on Highway 17 in Fenwick Township, Ontario.┬áSeveral motorist advised the motor vehicle was traveling at a high rate of speed and passing dangerously.

The motor vehicle continued south bound on Highway 17 and was observed losing control, entering the ditch where it rolled and came to rest. Motorists observed the male driver exit the vehicle and flee into the wooded area.

OPP members attended the scene of the motor vehicle collision. The male suspect was located shortly after police arrival and was found to be in possession of a conductive energy weapon (Taser).

As a result of further investigation, Todd CAPPELLANI 28 years-old of Aweres Township, Ontario was charged with the following:

Dangerous operation contrary to section 320.13(1) of the Criminal Code (CC),
Operation while impaired – alcohol and drugs contrary to section 320.14(1)(a) of the CC,
Operation while impaired – blood alcohol concentration (80 plus) contrary to section 320.14(1)(b) of the CC,
Unauthorized possession of a weapon contrary to section 91(2) of the CC,
Carrying concealed weapon contrary to section 90 of the CC,
Fail to remain contrary to section 200(1)(a) of the Highway Traffic Act (HTA),
Class G1 licence holder – unaccompanied by qualified driver contrary to Ontario Regulation 340/94 section 5(1) of the HTA.
The accused is scheduled to appear at the Ontario Court of Justice on June 10, 2019 located at 426 Queen Street, Sault Ste. Marie, Ontario.
