Two Charged with Kidnapping

On November 26, 2019 officers with the Patrol Services Unit arrested 32 year old Tyler McMillan of Portage Lane was arrested for kidnapping. On November 9, 2019 35 year old Samantha Lepine of Portage Lane was arrested for kidnapping.

It’s alleged on November 8, 2019 the two accused took someone they know from their home and held them against their will. The victim was later shot in the foot. They were taken to hospital with minor injuries.

Ms. Lepine was located on November 9, 2019 and Mr. McMillan was located on November 26, 2019. Both are charged with the following;

Kidnapping while Using a Firearm

Assault With a Weapon

Pointing a Firearm

Possession of a Weapon for a Dangerous Purpose

Discharge of a Firearm with Intent

Ms. Lepine is facing an additional charge of breach of recognizance. Both were held for bail court.

There isn’t enough room in the jails or money to house cloth or feed them, cover their drug and dental costs (although they are probably paying for it already anyway) A pitiful and sad situation these revolving courthouse doors that has them back on the street in a flash to carry on with their crime sprees and make people’s lives miserable.

  2. And of course they are out walking the streets again !! I seen the girl walking down the street at the Xmas Parade..
    Maybe instead of throwing all these people in jail they should get sentenced to a rehab. Same as jail time & whatever but in a rehab. I think it would be alot more helpful & useful. Could possible help a few of them so they change their lifes around.. {{Just speaking in general}} Not about the kidnappers !! This city really needs to start doing something to help all the drug problems & crime. Or this will be a dieing city in another few years itll be so run down & shitty, noone will want to live here anymore. Especially it being a boarder town too !

    • If they force them to treatment, they are there for all the wrong reason and a waste of resources, time and money. Can’t fix stupid till it wants to be fixed.
