Six Charged with Drug and Weapon Offences and Fined under EMCPA

On February 4, 2021 officers with the Crime Suppression Unit, Drug Enforcement Unit and Emergency Services Unit arrested:

27-year-old Corey Cloutier
51-year-old Joanne Czapla
30-year-old Candice Grassi
33-year-old Patrick Robinson
49-year-old Mildred White and 39-year-old Ryan Yeates.

At 5:36 p.m. officers executed a search warrant in the 600 block of Albert Street West. Upon entering the residence officers located the six accused inside and they were arrested. A subsequent search of the residence located 3.36 grams of suspected fentanyl, 52.9 grams of suspected methamphetamine, 5.74 grams of suspected cocaine, .22 grams of suspected crack cocaine, 52 oxycodone pills, a 12 gauge shotgun and ammunition, .22 calibre ammunition, a flick knife, pepper spray, starter pistols and $240 in Canadian currency. The estimated street value of the narcotics seized is $7,826.

Corey Cloutier is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized weapon, unauthorized possession of a firearm, unauthroized possession of a weapon, two counts of possession of a weapon for a dangerous purpose, two counts of careless storage of a firearm, weapon, prohibited device or ammunition, possession of a firearm knowing its serial number has been tampered with and four counts of beach of probation. He was held for bail court.

Joanne Czapla is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized firearm, unauthorized possession of a weapon, unauthorized possession of a firearm, two counts of possession of a weapon for a dangerous purpose, two counts of careless storage of a firearm, weapon, prohibited device or ammunition, four counts of possession of a firearm or ammunition contrary to a prohibition order and possession of a firearm knowing its serial number has been tampered with. She was held for bail court.

Candice Grassi is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized firearm, unauthorized possession of a weapon, unauthorized possession of a firearm, two counts of possession of a weapon for a dangerous purpose, careless use of a firearm, weapon, prohibited device or ammunition, careless storage of a firearm, weapon, prohibited device or ammunition and possession of a firearm knowing its serial number has been tampered with. She was held for bail court.

Patrick Robinson is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized firearm, two counts of unauthorized possession of a weapon, unauthorized possession of a firearm, four counts of possession of a weapon for a dangerous purpose, careless storage of a firearm, weapon, prohibited device or ammunition, possession of a firearm knowing its seral number has been tampered with and breach of recognizance. He was held for bail court.

Mildred White is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized firearm, unauthorized possession of a weapon, unauthorized possession of a firearm, two counts of possession of a weapon for a dangerous purpose, two counts of careless storage of a firearm, weapon, prohibited device or ammunition and possession of a firearm knowing its seral number has been tampered with. She was held for bail court.

Ryan Yeates is charged with four counts of possession of a controlled substance for the purpose of trafficking, possession of a controlled substance, knowingly possessing an unauthorized firearm, unauthorized possession of a weapon, unauthorized possession of a firearm, two counts of possession of a weapon for a dangerous purpose, two counts of careless storage of a firearm, weapon, prohibited device or ammunition,  possession of a firearm knowing its seral number has been tampered with and three counts of breach of probation. He was held for bail court.

In addition to the listed criminal charges, all six of the accused were issued provincial offence notices for breaching the Emergency Management and Civil Protection Act during a lockdown.

  1. Anyone caught with Fentanyl Carfentanil Methamphetamine etc should do mandatory jail time and then be banished from the city permanently once released.
